cmake: replace CMAKE_COMPILER_IS_GNUCC with CMAKE_C_COMPILER_ID 
Variable `CMAKE_COMPILER_IS_GNUCC` is deprecated and
`CMAKE_C_COMPILER_ID` should be used instead.
