checksrc-all: rewrite in Perl, remove checksrc.bat 
`checksrc.bat` was outdated and required Perl for `checksrc.pl` anyway.
Rewrite `checksrc-all.sh` in Perl, making it usable in envs without
a POSIX shell.

Closes #17882
