build: merge TrackMemory (CURLDEBUG) into debug-enabled option
Drop separate `TrackMemory` (aka `CURLDEBUG`) debug feature.

After recent changes (thread-safety,
193cb00ce9, and updates leading up to
it), `TrackMemory` is unlikely to cause build or runtime issues.

To simplify builds and debug options, enable `TrackMemory`
unconditionally for debug-enabled (aka `DEBUGBUILD`) builds. Before
this patch, this was already the default, with an option to disable
it, or enable it in non-debug-enabled builds.

Note, in practice these two debug options already went hand in hand. It
was not possible to toggle them separately for a long time due to bugs,
before 59dc9f7e69 (2024-05-28) fixed it.

This patch also removes/deprecates separate knobs and feature flags for
`TrackMemory`:
- autotools: `--enable-curldebug`/`--disable-curldebug`
- cmake: `-DENABLE_CURLDEBUG=ON`/`OFF`
- C macro: `CURLDEBUG`
- libcurl: `CURL_VERSION_CURLDEBUG` symbol deprecated in favor
  of `CURL_VERSION_DEBUG`. They always return the same value after this
  patch.

Also:
- drop `TrackMemory` from `curl -V` output.
- rename internal `CURLDEBUG` macro to `CURL_MEMDEBUG` internally.
  To avoid confusion with `DEBUGBUILD`, but to keep guarding
  `TrackMemory`-related internals for readability.
- runtests: bind `TrackMemory` to debug feature. Keep it a separate
  test feature requirement, for clarity.
- CI: drop test builds for combinations of the two options.
- GHA/linux: no longer disable TrackMemory in the TSAN job.

windows: bump minimum to Vista (from XP)
After this patch curl requires targeting Vista or newer, and a toolchain
with Vista support.

Supported MSVC compilers (VS2010+) all support Vista:
- VS2012+ target Win8 (or later) by default.
- VS2010 targets Win7 by default.

Supported mingw-w64 versions (v3+) all support Vista:
- mingw-w64 v9+ target Win10 by default.
- mingw-w64 v8 and older target Server 2003 (~XP) by default.
  After this patch it may be necessary to override the default Windows
  target version to Vista (or newer) via:
  autotools: `CPPFLAGS=-D_WIN32_WINNT=0x0600`
  cmake: `-DCURL_TARGET_WINDOWS_VERSION=0x0600`
- mingw-w64 v6+ allow changing the default at toolchain build-time.

Notes:
- For non-MSVC, non-mingw-w64 toolchains, `if_nametoindex` needs to be
  allowlisted in `curl_setup.h`, if they do support it.

localtime: detect thread-safe alternatives and use them
- add local API `toolx_localtime()` to wrap the banned function
  `localtime()`. Used from libcurl, libtests and test servers.
- auto-detect and use `localtime_r()` where available (e.g. Linux).
  Also to support multi-threading.
- use `localtime_s()` on Windows. It requires MSVC or mingw-w64 v4+.
  Also to support multi-threading.
  Use local workaround to also support mingw-w64 v3.
- add `src/toolx` to keep internal APIs used by the curl tool and tests,
  but not by libcurl. `toolx_localtime()` is the first API in it.
- replace `localtime()` calls with `toolx_localtime()`.
  Except in examples.
- note Windows XP's default `msvcrt.dll` doesn't offer secure CRT APIs.
  XP likely needs a newer version of this DLL, or may not run.
- note that `localtime()` mirrors `gmtime()`, with the difference that
  `gmtime()`'s internal wrapper lives in curlx.

Also:
- drop redundant `int` casts.

c72bb7aec4 projects: fix Windows project 'clean' function
- Fix generate.bat "-clean" option.

- Change version template substitutes to match old files, eg go back to
  using format version "11.00" instead of "11.0".

- Limit the vcxproj filters file types that are filtered to c, h, rc.

- Get rid of the tmpl extension from template files and add a README
  to the tmpl directory explaining the purpose of the files.

- gitignore VCxx directories entirely rather than individual file types.

- Do not remove the VC directories during clean, instead remove just the
  generated project files.

Removing the VC directories has the unwanted behavior of removing files
other than those generated. Visual Studio will generate its own
preference files (like if you have some debug arguments in your .suo)
and those files sit in the VC directories. We ignore those files since
they are the user's files and should not be deleted. Also the user may
have their own untracked files that we shouldn't be deleting.

Follow-up to 57d349fe which consolidated the project templates.

projects: generate from a single template
The three projects (VC10, VC11, VC12) are identical except 5 repeated
strings in them. They also require running `generate.bat` before use,
to populate source files. Reduce the 3 almost identical projects to
a single template project and populate the repeated strings also via
`generate.bat`. This reduces the maintenance burden to a single copy of
the project files. Also saving 10000 LOCs.

checksrc-all: rewrite in Perl, remove checksrc.bat
`checksrc.bat` was outdated and required Perl for `checksrc.pl` anyway.
Rewrite `checksrc-all.sh` in Perl, making it usable in envs without
a POSIX shell.

windows: reduce/stop loading DLLs at runtime
- replace dynamic `InitSecurityInterface()` call with early binding and
  link `secur32` system DLL.
  The library and function are available in all supported curl Windows
  targets, meaning WinXP or newer.  Add small hack for mingw32ce to
  make it build.

- detect and use `if_nametoindex()` on Windows when available. Link
  `iphlpapi` system DLL. Requires targeting Vista or newer.
  Replacing the dynamic call and the pre-load optimization for lib3026.

curlx: move into to curlx/
Move curlx_ functions into its own subdir.

The idea is to use the curlx_ prefix proper on these functions, and use
these same function names both in tool, lib and test suite source code.
Stop the previous special #define setup for curlx_ names.

The printf defines are now done for the library alone. Tests no longer
use the printf defines. The tool code sets its own defines. The printf
functions are not curlx, they are publicly available.

The strcase defines are not curlx_ functions and should not be used by
tool or server code.

dynbuf, warnless, base64, strparse, timeval, timediff are now proper
curlx functions.

When libcurl is built statically, the functions from the library can be
used as-is. The key is then that the functions must work as-is, without
having to be recompiled for use in tool/tests. This avoids symbol
collisions - when libcurl is built statically, we use those functions
directly when building the tool/tests. When libcurl is shared, we
build/link them separately for the tool/tests.

e3802ab489 generate.bat: exclude curlinfo.c from legacy VS projects
- Do not include curlinfo.c as a ClCompile unit when compiling the curl
  tool.

Prior to this change generate.bat would add curlinfo.c to the source
files for the curl tool because it is located in the src directory. That
caused ambiguous behavior in legacy versions of Visual Studio which had
to guess between two main entry points (one in curlinfo and one in
tool_main, the latter being correct).

strparse: switch to curl_off_t as base data type
- add hex and octal parsers to the Curl_str_* family
- make curlx_strtoofft use these parsers
- remove all use of strtol() and strtoul() in library code
- generally use Curl_str_* more than strtoofft, for stricter parsing
- supports 64-bit universally, instead of 'long' which differs in size
  between platforms

Extended the unit test 1664 to verify hex and octal parsing.

56998277f0 checksrc.bat: remove explicit SNPRINTF bypass
- Remove the command line argument passed to checksrc.pl that accepts
  SNPRINTF violations in docs/examples.

This is a follow-up to c445b742 which introduced a different management
of banned functions and removed the SNPRINTF rule in favor of banning
snprintf in lib. There's no longer a SNPRINTF warning to suppress.

440bf8dcca projects/Windows: remove wolfSSL from legacy projects
- Remove wolfSSL from the legacy projects for Visual Studio 2010 - 2013.

It's no longer possible to maintain the custom build configuration of
wolfSSL for these old versions of Visual Studio.

Note support for wolfSSL was recently added to the winbuild build system
in 4de627ab and the user could possibly make their own wolfSSL build and
attempt to link it using an old version of Visual Studio that way.

curl: support embedding a CA bundle
Add the ability to embed a CA bundle into the curl binary. It is used
when no other runtime or build-time option set one.

This helps curl-for-win macOS and Linux builds to run standalone, and
also helps Windows builds to avoid picking up the CA bundle from an
arbitrary (possibly world-writable) location (though this behaviour is
not currently disablable).

Usage:
- cmake: `-DCURL_CA_EMBED=/path/to/curl-ca-bundle.crt`
- autotools: `--with-ca-embed=/path/to/curl-ca-bundle.crt`
- Makefile.mk: `CURL_CA_EMBED=/path/to/curl-ca-bundle.crt`

Also add new command-line option `--dump-ca-embed` to dump the embedded
CA bundle to standard output.

CI: add whitespace checker
Fix issues detected.

Also:

- One of the `.vc` files used LF EOLs, while the other didn't.
  Make that one also use LF EOLs, as this is apparently supported by
  `nmake`.

- Drop `.dsw` and `.btn` types from `.gitattributes`.
  The repository doesn't use them.

- Sync section order with the rest of files in
  `tests/certs/EdelCurlRoot-ca.prm`.

- Indent/align `.prm` and `.pem` files.

- Delete dummy `[something]` section from `.prm` and `.pem` files.

Mental note:
MSVC `.sln` files seem to accept spaces for indentation and also support
LF line-endings. I cannot test this and I don't know what's more
convenient when updating them, so left them as-is, with specific
exclusions.

projects: drop MSVC project files for recent versions
We encourage users to generate visual studio project files using CMake.

We keep project files in git for ancient visual studio versions that
cmake cannot generate files for, but we no longer ship the project files
in the tarballs.

appveyor: switch VisualStudioSolution job to VC12 (Visual Studio 2013)

projects: add VC14.20 project files
Windows projects included VC14, VC14.10, VC14.30 but not VC14.20.
OpenSSL and Wolf SSL scripts mention VC14.20 so I don't see a reason why
this is missing. Updated the templates to produce a VC14.20 project.
Project opens in Visual Studio 2019 as expected.

tool: add "variable" support
Add support for command line variables. Set variables with --variable
name=content or --variable name@file (where "file" can be stdin if set
to a single dash (-)).

Variable content is expanded in option parameters using "{{name}}"
(without the quotes) if the option name is prefixed with
"--expand-". This gets the contents of the variable "name" inserted, or
a blank if the name does not exist as a variable. Insert "{{" verbatim
in the string by prefixing it with a backslash, like "\\{{".

Import an environment variable with --variable %name. It makes curl exit
with an error if the environment variable is not set. It can also rather
get a default value if the variable does not exist, using =content or
@file like shown above.

Example: get the USER environment variable into the URL:

 --variable %USER
 --expand-url = "https://example.com/api/{{USER}}/method"

When expanding variables, curl supports a set of functions that can make
the variable contents more convenient to use. It can trim leading and
trailing white space with "trim", output the contents as a JSON quoted
string with "json", URL encode it with "url" and base 64 encode it with
"b64". To apply functions to a variable expansion, add them colon
separated to the right side of the variable. They are then performed in
a left to right order.

Example: get the contents of a file called $HOME/.secret into a variable
called "fix". Make sure that the content is trimmed and percent-encoded
sent as POST data:

  --variable %HOME=/home/default
  --expand-variable fix@{{HOME}}/.secret
  --expand-data "{{fix:trim:url}}"
  https://example.com/

Documented. Many new test cases.

65d751d4cc build-openssl.bat: keep OpenSSL 3 engine binaries
Prior to this change copying the OpenSSL 3 engine binaries failed
because 'engines-1_1' (OpenSSL 1.1.x folder name) was erroneously used
instead of 'engines-3'. The OpenSSL 3 builds would complete successfully
but without the engine binaries.

winidn: drop WANT_IDN_PROTOTYPES
`WANT_IDN_PROTOTYPES` was necessary to avoid using a header that came
via an optional package. MS stopped distributing this package some
years ago and the winidn definitions are part of standard headers (via
`windows.h`) since Vista.

Auto-detect Vista inside `lib/idn_win32.c` and enable the manual
definitions if building for an older Windows.

This allows to delete this manual knob from all build-systems.

Also drop the `_SAL_VERSION` sub-case:

Our manual definitions are now only enabled with old systems. We assume
that code analysis is not run on such systems, allowing us to delete the
SAL-friendly flavour of these.

tidy-up: delete parallel/unused feature flags
Detecting headers and lib separately makes sense when headers come in
variations or with extra ones, but this wasn't the case here. These were
duplicate/parallel macros that we had to keep in sync with each other
for a working build. This patch leaves a single macro for each of these
dependencies:

- Rely on `HAVE_LIBZ`, delete parallel `HAVE_ZLIB_H`.

  Also delete CMake logic making sure these two were in sync, along with
  a toggle to turn off that logic, called `CURL_SPECIAL_LIBZ`.

  Also delete stray `HAVE_ZLIB` defines.

  There is also a `USE_ZLIB` variant in `lib/config-dos.h`. This patch
  retains it for compatibility and deprecates it.

- Rely on `USE_LIBSSH2`, delete parallel `HAVE_LIBSSH2_H`.

  Also delete `LIBSSH2_WIN32`, `LIBSSH2_LIBRARY` from
  `winbuild/MakefileBuild.vc`, these have a role when building libssh2
  itself. And `CURL_USE_LIBSSH`, which had no use at all.

  Also delete stray `HAVE_LIBSSH2` defines.

- Rely on `USE_LIBSSH`, delete parallel `HAVE_LIBSSH_LIBSSH_H`.

  Also delete `LIBSSH_WIN32`, `LIBSSH_LIBRARY` and `HAVE_LIBSSH` from
  `winbuild/MakefileBuild.vc`, these were the result of copy-pasting the
  libssh2 line, and were not having any use.

- Delete unused `HAVE_LIBPSL_H` and `HAVE_LIBPSL`.
