There remain some false positives, hits in test data, and `dir` use,
around 100 issues in total.
There is no plan to enforce badwords on tests.

- codespell: break logic out into its own runnable script. Allowing
to run it on local machines.
- codespell: install via `pip`, bump to latest version.

`winbuild`. Drop an obsolete file exclusion.
- add new spellchecker job using the `typos` tool. It includes

Make `typos` recognize it, too. Move single exceptions inline.
Fix new typos found. Also rename variables and words to keep
spellchecking exceptions at minumum. This involves touching some tests.
Also switch base64 strings to `%b64[]` to avoid false positives.

Referring to the names in the CURLOPT_DEBUGFUNCTION by name is still
fine. They start with CURLINFO but aren't really options for *getinfo().

CURLOPT_EGDSOCKET and CURLOPT_RANDOM_FILE are both completely dead
so remove their example sections since the code there is useless.
There is still a way to inject a random file for OpenSSL older than
1.1.0 but it's not what the example showed (and it's not even done
with this option) so we refrain from documenting it here.

Manpages which document deprecated CURLOPT_ or CURLINFO_ are not
required to have an EXAMPLE section since they might effectively
be dead no-ops which we don't want to trick users into believing
they can use by copying example code.

named and the name did not tell which test that used them.
The new approach is rather to name them based on the test number that
runs them. Also helps us see which scripts are for individual tests
rather than for general test infra.
