curlx: add local snprintf() helper that always nul-terminates (Windows)
Make the helper use `vsnprintf()` internally on all supported Windows
toolchains (dropping `_snprintf()` and `snprintf()`), ensure to
nul-terminate. Omit the return value to avoid complexity.

Use the helper from `mprintf.c` / `out_double()`, from tests/server code
and the tests/server-specific build of `curlx_inet_ntop()`,
`curlx_strerror()` functions. In the single call (in tests) where the
returned length was used previously, determine it with `strlen()`.

curlx: curlx_strcopy() instead of strcpy()
This function REQUIRES the size of the target buffer as well as the
length of the source string. Meant to make it harder to do a bad
strcpy().

Removes 23 calls to strcpy().

localtime: detect thread-safe alternatives and use them
- add local API `toolx_localtime()` to wrap the banned function
  `localtime()`. Used from libcurl, libtests and test servers.
- auto-detect and use `localtime_r()` where available (e.g. Linux).
  Also to support multi-threading.
- use `localtime_s()` on Windows. It requires MSVC or mingw-w64 v4+.
  Also to support multi-threading.
  Use local workaround to also support mingw-w64 v3.
- add `src/toolx` to keep internal APIs used by the curl tool and tests,
  but not by libcurl. `toolx_localtime()` is the first API in it.
- replace `localtime()` calls with `toolx_localtime()`.
  Except in examples.
- note Windows XP's default `msvcrt.dll` doesn't offer secure CRT APIs.
  XP likely needs a newer version of this DLL, or may not run.
- note that `localtime()` mirrors `gmtime()`, with the difference that
  `gmtime()`'s internal wrapper lives in curlx.

Also:
- drop redundant `int` casts.

tests/server: drop pointless memory allocation overrides
The code was overriding system memory allocation functions to a local
jump table (declared in `curl_setup.h`). And setup that jump table
to call the original system allocation functions.

Also tested fine with cegcc/WinCE. The `_strdup` fallback was possibly
required for an MSVC WinCE toolchain.

curlx: move Curl_strerror, use in src and tests, ban strerror globally
Also:
- tests/server: replace local `sstrerror()` with `curlx_strerror()`.
- tests/server: show the error code next to the string, where missing.
- curlx: use `curl_msnprintf()` when building for src and tests.
  (units was already using it.)
- lib: drop unused includes found along the way.
- curlx_strerror(): avoid compiler warning (and another similar one):

build: avoid overriding system symbols for fopen functions
By introducing wrappers for them in the curlx namespace:
`curlx_fopen()`, `curlx_fdopen()`, `curlx_fclose()`.

The undefine/redefine/`(function)()` methods broke on systems
implementing these functions as macros. E.g. AIX 32-bit's `fopen()`.

Also:
- rename `lib/fopen.*` to `lib/curl_fopen.*` (for `Curl_fopen()`)
  to make room for the newly added `curlx/fopen.h`.
- curlx: move file-related functions from `multibyte.c` to `fopen.c`.
- tests/server: stop using the curl-specific `fopen()` implementation
  on Windows. Unicode isn't used by runtests, and it isn't critical to
  run tests on longs path. It can be re-enabled if this becomes
  necessary, or if the wrapper receives a feature that's critical for
  test servers.

build: split .c and .h file lists in tests
It allows to pass `.h` files only where they are really needed, which is
`EXTRA_DIST` (or `*SOURCES`) for autotools.

Also:
- rename variables to be shorter and consistent.
- drop references to non-local headers. We don't need to pass them as
  dist sources.
- drop empty variables and references, after the above.
- server: add placeholder `UTIL_H`.

tests/dnsd: read config from file
Make the <dns> tag in a test case control what is stored there. Also
documented. Make test 2102 and 2103 use the new tag.

Lets the test case config the A and AAAA contents the server replies
with. Initial work for the HTTPS RR exists, but does not yet work.

tests: make individual test sources compile cleanly
Tidy up headers and includes to ensure all individual test source
compile cleanly (but not link). To allow running clang-tidy (and
possibly other static analyzers) on them. It also improves readability
and allows to verify them locally, without the bundle logic.

clang-tidy ignores #included C files, so it's blind to bundle C files
the include these tests. The current workaround of embedding has
a couple of downsides:. meaningless filenames and line numbers,
missing issues, messing up self header paths. Thus, running it on
individual sources would be beneficial.

Also:
- de-duplicate includes.
- untangle some includes.
- formatting/indentation fixes.
- merge `getpart.h` into `first.h`.

tests: drop BUNDLE_SRC variable
Derive it from `$BUNDLE` instead. autotools seems to be already relying
on `$BUNDLE_SRC` being equal to `$BUNDLE.c`. (I haven't realized this
before aaebb45f58b3f62876a68c17c71ac37d98f1b3bb.)

Also drop redundant `nodist_<target>_SOURCE` lines in tunits and units.

tests/server: drop memdebug option
I added it just in case when removing enabled-by-default memdebug
from test servers. Apparently it broke after recent changes. It's
probably not a widely used feature and does not seem to be worth fixing.
It creates odd dependencies as the error message indicates:

tests: always make bundles, adapt build and tests
Make test bundles the default. Drop non-bundle build mode.
Also do all the optimizations and tidy-ups this allows, simpler builds,
less bundle exceptions, streamlined build mechanics.

Also rework the init/deinit macro magic for unit tests. The new method
allows using unique init/deinit function names, and calling them with
arguments. This is in turn makes it possible to reduce the use of global
variables.

Note this drop existing build options `-DCURL_TEST_BUNDLES=` from cmake
and `--enable-test-bundles` / `--disable-test-bundles` from autotools.

Also:
- rename test entry functions to have unique names: `test_<testname>`
  This removes the last exception that was handled in the generator.
- fix `make dist` to not miss test sources with test bundles enabled.
- sync and merge `tests/mk-bundle.pl` into `scripts/mk-unity.pl`.
- mk-unity.pl: add `--embed` option and use it when `CURL_CLANG_TIDY=ON`
  to ensure that `clang-tidy` does not miss external test C sources.
  (because `clang-tidy` ignores code that's #included.)
- tests/unit: drop no-op setup/stop functions.
- tests: reduce symbol scopes, global macros, other fixes and tidy-ups.
- tool1621: fix to run, also fix it to pass.
- sockfilt: fix Windows compiler warning in certain unity include order,
  by explicitly including `warnless.h`.

tests/server: stop using libcurl string comparisons
Further untangle the test server code from curl code. While the string
comparison functions are available in the libcurl API, the tests servers
don't link with libcurl. Use native functions instead.

Since the test servers are not built with libcurl the *printf code
needed to get built separately, and they are not in the curlx
collection.

snprintf() is provided in all modern systems these days.

Move curlx functions from lib/strerror.c to lib/curlx/winapi.c

tests: stop using libcurl's strdup
It is not provided as a curlx function so should not be used outside of
libcurl.

I strongly suspect that no system we build the test suite on lack strdup
so this will not cause any harm.

The private version was added in b0936b8007 for Ultrix.

curlx: move into to curlx/
Move curlx_ functions into its own subdir.

The idea is to use the curlx_ prefix proper on these functions, and use
these same function names both in tool, lib and test suite source code.
Stop the previous special #define setup for curlx_ names.

The printf defines are now done for the library alone. Tests no longer
use the printf defines. The tool code sets its own defines. The printf
functions are not curlx, they are publicly available.

The strcase defines are not curlx_ functions and should not be used by
tool or server code.

dynbuf, warnless, base64, strparse, timeval, timediff are now proper
curlx functions.

When libcurl is built statically, the functions from the library can be
used as-is. The key is then that the functions must work as-is, without
having to be recompiled for use in tool/tests. This avoids symbol
collisions - when libcurl is built statically, we use those functions
directly when building the tool/tests. When libcurl is shared, we
build/link them separately for the tool/tests.

buildinfo: move from tests/server/ to src/, rename to curlinfo
Since a16485a42e, the test servers build with a different set of
options than the tool/lib - for example a different CURLDEBUG. To make
buildinfo better reflect the curl build, move it to src/ and build it
here using the local CURLDEBUG. Renamed to curlinfo to not get confused
with buildinfo.txt

I chose src/ and not lib/ because the file also uses tool-specific headers.

tests/buildinfo: former "disabled" now provides more info
This tool now contains ON/OFF information about features in the build.
This way, runtests gets both positive and negative feature presence with
this. Allows for more flexibility and avoids having to duplicate the
names.

tests/server/dnsd: basic DNS server for test suite
Currently the DNS server only responds to A and AAAA queries. It always
responds with a fixed response: the localhost address. Three times.

It should work fine over either IPv4 or IPv6, but I don't think it
matters much for curl testing.

The idea is to allow curl tests to use "normal" DNS hostnames (using the
normal name resolving code paths) and still use the local test servers.

This setup currently only works if curl is built with c-ares because
redirecting DNS requests to our test server when using getaddrinfo() is
not easy.

This should be extended to respond to HTTPS queries as well to allow
more testing there, as c-ares is always used for that.

Test 2102 is the first test using this.

curl_multibyte: fixup low-level calls, include in unity builds
Also adjust `()` around low-level calls preventing macro overrides via
e.g. `memdebug.h`:
- add for `malloc` and `free`.
- drop for `_open`. (We do not override `_open` in curl.)

Tidy-up: also sync libcurlu custom macro order in cmake with autotools.

tests/server: support bundle binary
Extend existing `--enable-test-bundles` and `-DCURL_TEST_BUNDLES=ON`
options to also bundle test server programs into a single binary. With
autotools, also bundle auxiliary libcurl sources for a "unity"-style
build.

It saves almost 10 minutes per run, across all CI jobs.
On average it makes `build tests` steps 25% faster.

With CMake, it brings down `testdeps` build steps to 32 to 37, from
45 to 64 before this patch, with unity. Without unity it brings it down
from 400-420 to 280-300. For comparison, without unity and bundles,
the number of build steps is around 1850.

With autotools the gain is possibly larger because this patch does unity
and bundle for test servers.

The total reduction of build steps / log lines is 12000. It's 44% of
reduction on average across all CI jobs.

build: add Windows CE / CeGCC support, with CI jobs
Make it possible to build curl for Windows CE using the CeGCC toolchain.
With both CMake and autotools, including tests and examples, also in CI.
The build configuration is the default one with Schannel enabled. No
3rd-party dependencies have been tested.

Also revive old code to make Schannel build with Windows CE, including
certificate verification.

Builds have been throughougly tested. But, I've made no functional tests
for this PR. Some parts (esp. file operations, like truncate and seek)
are stubbed out and likely broken as a result. Test servers build, but
they do not work on Windows CE. This patch substitutes `fstat()` calls
with `stat()`, which operate on filenames, not file handles. This may or
may not work and/or may not be secure.

About CeGCC: I used the latest available macOS binary build v0.59.1
r1397 from 2009, in native `mingw32ce` build mode. CeGCC is in effect
MinGW + GCC 4.4.0 + old/classic-mingw Windows headers. It targets
Windows CE v3.0 according to its `_WIN32_WCE` value. It means this PR
restores portions of old/classic-mingw support. It makes the Windows CE
codepath compatible with GCC 4.4.0. It also adds workaround for CMake,
which cannot identify and configure this toolchain out of the box.

Notes:
- CMake doesn't recognize CeGCC/mingw32ce, necessitating tricks as seen
  with Amiga and MS-DOS.
- CMake doesn't set `MINGW` for mingw32ce. Set it and `MINGW32CE`
  manually as a helper variable, in addition to `WINCE` which CMake sets
  based on `CMAKE_SYSTEM_NAME`.
- CMake fails to create an implib for `libcurl.dll`, due to not
  recognizing the platform as a Windowsy one. This patch adds the
  necessary workaround to make it work.
- headers shipping with CeGCC miss some things curl needs for Schannel
  support. Fixed by restoring and renovating code previously deleted
  old-mingw code.
- it's sometime non-trivial to figure out if a fallout is WinCE,
  mingw32ce, old-mingw, or GCC version-specific.
- WinCE is always Unicode. With exceptions: no `wmain`,
  `GetProcAddress()`.
- `_fileno()` is said to convert from `FILE *` to `void *` which is
  a Win32 file `HANDLE`. (This patch doesn't use this, but with further
  effort it probably could be.)

- WinCE has no signals, current directory, stdio/CRT file handles, no
  `_get_osfhandle()`, no `errno`, no `errno.h`. Some of this stuff is
  standard C89, yet missing from this platform. Microsoft expects
  Windows CE apps to use Win32 file API and `FILE *` exclusively.

On `UNDER_CE` vs. `_WIN32_WCE`: (This patch settled on `UNDER_CE`)

- A custom VS2008 WinCE toolchain does not set any of these.
  The compiler binaries don't contain these strings, and has no compiler
  option for targeting WinCE, hinting that a vanilla toolchain isn't
  setting any of them either.
- `UNDER_CE` is automatically defined by the CeGCC compiler.

- `UNDER_CE` is similar to `_WIN32`, except it's not set automatically
  by all compilers. It's not supposed to have any value, like a version.
  (Though e.g. OpenSSL sets it to a version)
- `_WIN32_WCE` is the CE counterpart of the non-CE `_WIN32_WINNT` macro.
  That does return the targeted Windows CE version.
- `_WIN32_WCE` is not defined by compilers, and relies on a header
  setting it to a default, or the build to set it to the desired target
  version. This is also how `_WIN32_WINNT` works.
- `_WIN32_WCE` default is set by `windef.h` in CeGCC.
- `_WIN32_WCE` isn't set to a default by MSVC Windows CE headers (the
  ones I checked at least).
- CMake sets `_WIN32_WCE=<ver>`, `UNDER_CE`, `WINCE` for MSVC WinCE.
- `_WIN32_WCE` seems more popular in other projects, including CeGCC
  itself. `zlib` is a notable exception amongst curl dependencies,
  which uses `UNDER_CE`.
- Since `_WIN32_WCE` needs "certain" headers to have it defined, it's
  undefined depending on headers included beforehand.
- `curl/curl.h` re-uses `_WIN32_WCE`'s as a self-guard, relying on
  its not-(necessarily)-defined-by-default property:

strparse: switch to curl_off_t as base data type
- add hex and octal parsers to the Curl_str_* family
- make curlx_strtoofft use these parsers
- remove all use of strtol() and strtoul() in library code
- generally use Curl_str_* more than strtoofft, for stricter parsing
- supports 64-bit universally, instead of 'long' which differs in size
  between platforms

Extended the unit test 1664 to verify hex and octal parsing.
