Move check logic from postchecks to `test613.pl`.
To make these test data files XML-compliant.

There remain some false positives, hits in test data, and `dir` use,
around 100 issues in total.
There is no plan to enforce badwords on tests.

- badwords.txt: let a few `manpage[s]` occurrences through
(in Perl code).

When a reused connection did transfer 0 bytes, it assumed the transfer
had failed and needed a retry. Add a check for data->red.done, so we can
successfully accept the transfer of a 0-length file via SFTP.
Add test case 1583 to verfiy.
Fix SFTP disconnect debug trace when there was nothing to
disconnect (like when reusing a connection).

Setting a server-side file read-only by `chmod 0444` has does not
prevent overwriting it via SFTP upload (as tested in CI).
Fix it by setting its MS-DOS read-only attribute in addition. It
requires the Cygwin tool `chattr`.
Also unignore in CI.

This test would show an error message if the output was missing during
the log post-processing step, but the message was not captured by the
test harness and wasn't useful since the normal golden log file
comparison would the problem more clearly.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

OpenSSH for Windows shows group and other/world permissions as *,
because those concepts do not exist on Windows. It also does not
show the current or parent directory, so we just ignore those.
