tests/data: add XML prolog to test files
To formalize they are now XML-compliant (with some asterisks.)

Also to help syntax highlighters work on them to make their content more
readable.

Also:
- Delete empty comment decorations.
- GHA/checksrc: simplify XML check.
- runtests: fail to load test data with XML prolog missing.

transfer: fix retry for empty downloads on reuse
When a reused connection did transfer 0 bytes, it assumed the transfer
had failed and needed a retry. Add a check for data->red.done, so we can
successfully accept the transfer of a 0-length file via SFTP.

Add test case 1583 to verfiy.

Fix SFTP disconnect debug trace when there was nothing to
disconnect (like when reusing a connection).

runtests: split SSH_PWD into SCP_PWD and SFTP_PWD, and more
To allow configuring paths styles for SCP and SFTP servers separately.

- make `scp://` URLs use `%SCP_PWD` (was: `%SSH_PWD`).
- make `%SCP_PWD` equal to `%POSIX_PWD`.
To fix test 3022 with OpenSSH-Windows 9.8.0 server.
The fix works on a local machine. Remains broken in CI.
Before this patch, it was equal to `%FILE_PWD` when using
  OpenSSH-Windows, otherwise it was `%POSIX_PWD`.
Notice that no matter what path-style we pass, test 3022
was and still is broken with earlier OpenSSH-Windows versions.
  (as tested with 9.5.0, 9.5.0-beta20240403, 8.0.0.1)
- rename rest of `%SSH_PWD` uses to `%SFTP_PWD`.
- drop unused `%POSIX_PWD`.
- GHA/windows: test with OpenSSH-Windows server again.
In the LibreSSL MSVC job. This job is short enough to fit the slow
install of the built-in OpenSSH-Windows tools, if needed.

test613: make it pass on Windows, fix postprocess, unignore in CI
- on native Windows (also when using MSYS2 openssh), the group and other
permissions do not end up as requested by Perl's chmod:

Fix it by ignoring group and other attributes.

- fix failing postprocess cleanup by making the read-only test file
writeable again before deleting it. Fixing:
  ```
  Directory not empty at ../../tests/libtest/test613.pl line 83.
  ```
(seen on Windows with Git for Windows `perl.exe`)

- unignore in GHA/windows.

tests: add and use %PERL variable to refer to the Perl binary
To ensure Perl invocations within tests call the same Perl binary used
for running the tests, as specified or auto-detected via `PERL` env
(autotools) or `PERL_EXECUTABLE` setting (cmake). Instead of the first
`perl` executable found in `PATH`.)

tests: remove leading spaces from some tags
The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.

Hence, fixing them all now might curb this practice from now on.

70d2fca2f6 tests: move server config files under the pid dir
These files are generated by the test servers and must therefore be
found in the log directory to make them available to only those servers
once multiple test runners are executing in parallel. They must also not
be deleted with the log files, so they are stored in the pidfile
directory.

test613.pl: make tests 613 and 614 work with OpenSSH for Windows
OpenSSH for Windows shows group and other/world permissions as *,
because those concepts do not exist on Windows. It also does not
show the current or parent directory, so we just ignore those.

Don't use Windows path %PWD for SSH tests
All these tests failed on Windows because something like
sftp://%HOSTIP:%SSHPORT%PWD/
expanded to
sftp://127.0.0.1:1234c:/msys64/home/bla/curl
and then curl complained about the port number ending with a letter.

Use the original POSIX path instead of the Windows path created in
checksystem to fix this.
