To formalize they are now XML-compliant (with some asterisks.)
Also to help syntax highlighters work on them to make their content more
readable.

There remain some false positives, hits in test data, and `dir` use,
around 100 issues in total.
There is no plan to enforce badwords on tests.
Also:
- badwords.txt: let a few `manpage[s]` occurrences through
(in Perl code).

- fix regex to not catch CR (from CRLF), in `PORT`, `EPRT`
commands, allowing to use `crlf="yes"` more.
- add `crlf="headers"` mode for `protocol` sections.
To call `subnewlines()` without its force option.
This is the mode used in `data` sections when `crlf="yes"`.

Unify the case, punctuation and name of test case keywords so they can
be more easily selected or skipped when desired. Add a few keywords that
were missing. Fix a couple of typos in test names.
On an overloaded server, the default 1 second timeout can go by without
the test server having a chance to respond with the expected headers,
causing tests to fail. Increase the 1 second timeout to 99 seconds so
this failure mode is no longer a problem on test 1129. Some other tests
already set a high value, but make them consistently 99 seconds so if
something goes wrong the test is stalled for less time.

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

These tests can fail when the test machine is so slow that the test HTTP
server didn't get a chance to complete before the client's one second
100-continue timeout triggered. Increase that 1 second to 999 seconds so
this situation doesn't happen.

This is already how curl is documented to behave in Everything curl, but
in actuality only short POSTs skip this. This should knock 30 seconds
off a full run of the test suite since the 100-continue timeout will no
longer be hit.

When doing a request with a body + Expect: 100-continue and the server
responds with a 417, the same request will be retried immediately
without the Expect: header.
Added test 357 to verify.
Also added a control instruction to tell the sws test server to not read
the request body if Expect: is present, which the new test 357 uses.
