To formalize they are now XML-compliant (with some asterisks.)
Also to help syntax highlighters work on them to make their content more
readable.

To allow configuring paths styles for SCP and SFTP servers separately.
- make `scp://` URLs use `%SCP_PWD` (was: `%SSH_PWD`).
- make `%SCP_PWD` equal to `%POSIX_PWD`.
To fix test 3022 with OpenSSH-Windows 9.8.0 server.
The fix works on a local machine. Remains broken in CI.
Before this patch, it was equal to `%FILE_PWD` when using
OpenSSH-Windows, otherwise it was `%POSIX_PWD`.
Notice that no matter what path-style we pass, test 3022
was and still is broken with earlier OpenSSH-Windows versions.

- rename rest of `%SSH_PWD` uses to `%SFTP_PWD`.
- drop unused `%POSIX_PWD`.
- GHA/windows: test with OpenSSH-Windows server again.
In the LibreSSL MSVC job. This job is short enough to fit the slow
install of the built-in OpenSSH-Windows tools, if needed.

Unify the case, punctuation and name of test case keywords so they can
be more easily selected or skipped when desired. Add a few keywords that
were missing. Fix a couple of typos in test names.
The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

These files are generated by the test servers and must therefore be
found in the log directory to make them available to only those servers
once multiple test runners are executing in parallel. They must also not
be deleted with the log files, so they are stored in the pidfile
directory.

- Disable all MSYS2 path transformation in test3021 and test3022.
Prior to this change path transformation in those tests was disabled
only for arguments that start with forward slashes. However arguments
that are in base64 contain forward slashes at any position and caused
unwanted translations.

In the above example an argument containing a base64 sha256 fingerprint
was passed to curl after MSYS2 translated +/ into +C:/msys64/, and then
