To formalize they are now XML-compliant (with some asterisks.)

To override the curl default of 5 minutes (300000 ms).
Sometimes a simple test data change can result in a stuck test, this
option makes it exit with an error early. Possible future use in CI
or fast machines to prevent a single test taking 5 minutes and failing
the whole job.

Reducing the number of `tests/data/test*`:
- CRLF newlines from 21535 to 11337.
- files with mixed newlines from 1335 to 707.

This still allows users to explictily ask for 1.0 or 1.1 as the minimum
version. If the TLS library allows it.
Starting with this change, the CURL_SSLVERSION_DEFAULT value is no
longer used as minimum version when the TLS backend are called.
This also makes curl set the minimum version to 1.2 independently of
libcurl for the rare case where a newer curl tool would use an older
libcurl.

After 7cf8414fab#12862, `VAR=` no longer
removes the env variable, but sets it to an empty/blank value instead.
To remove an env, `VAR` shall be used (without the assigment operator.)
`SSL_CERT_FILE`, `CURL_HOME`, `HOME`, `XDG_CONFIG_HOME`, were added
before the change above. Make tests unset these envs again, as their
commit messages suggest, instead of blanking them. It does not change
the outcome of the tests.

CURLOPT_NOPROGRESS is being set twice, if a file is uploaded from '.'.
Fix order of options so that '.' can override the global setting. Without
this, the `tool_readbusy_cb()` is never inoked and cannot unpause a
transfer waiting for more input.

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

This is a bit shorter and a lot safer.
Substrings of unescaped characters are added by a single call to reduce
overhead.
Extend test 1465 to handle more kind of escapes.

C string hexadecimal-escaped characters may have more than 2 digits.
This results in a wrong C compiler interpretation of a 2-digit escaped
character when followed by an hex digit character.
The solution retained here is to represent such characters as 3-digit
octal escapes.
Adjust and extend test 1465 for this case.

The command line tool also independently sets --ftp-skip-pasv-ip by
default.
Ten test cases updated to adapt the modified --libcurl output.
