To formalize they are now XML-compliant (with some asterisks.)
Also to help syntax highlighters work on them to make their content more

Mostly in `<protocol>` sections, some in `<data*>` and `<upload>`.
Reducing the number of `tests/data/test*`:
- CRLF newlines from 21535 to 11337.
- files with mixed newlines from 1335 to 707.
Also delete empty `<protocol>` sections.

If the long option name ends with an equals sign (`=`), the argument is
the text following on its right side.
This makes the command line parser accept this common style in addition
to the existing way to accept option arguments more similar to how other
command line tools do.
Example: `curl --user-agent=curl-2000 https://example.com/`
Change a few existing tests to use this syntax: 206, 1333, 1335, 1442

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

.. that are sent when auth-negotiating before a chunked
upload or when setting the 'Transfer-Encoding: chunked'
header and intentionally sending no content.
Adjust test565 and test1333 accordingly.
When doing a chunked-encoded POST with -d (CURLOPT_POSTFIELDS) and the
size of the POST was zero length, it made libcurl first send a zero
chunk and then the terminating one. This could confuse a receiver and it
should rather just send the terminating chunk as it does with this fix.
Test case 1333 is added to verify.
