Any failf() that fill the errorbuf need to be forgotten once happy
eyeballing finds a succssful winner. Because the errorbuf, once set, is
not overwritten with future error information.
Adds test_05_05 to verify.

Let nghttpx only use http/1.1 to backend. This reproduces the bug in
quiche with higher frequency. Allow test_14_05 to now return a 400 in
addition to the 431 we get from a h2 backend to nghttpx.
Skip test_05_02 in h3 on quiche not newer than version 0.24.4 in which
its bug is fixed: https://github.com/cloudflare/quiche/pull/2278

- fix test_17_20 flakiness: the test case did not have `nghttpx` in
its parameters, causing it to no check if a reload was necessary.
When that test ran behind one that gave nghttpx another certificate,
eg. in parallel mode, it used the wrong pinned pubkey.
- Have `env` provide lists of HTTP protocol versions available for
testing. Replace parameterized tests on a fixed protocol list with
the dynamic one from env. This makes checks for protocol availability
in the test function bodies superfluous.

Convert the debug-only handling of SSL_ERROR_SYSCALL so that it is
enabled in all builds with openssl. This should not make a difference in
supported OpenSSL versions, but if whatever version or fork we link
against *does* return SSL_ERROR_SYSCALL, handle this as a fatal error.

Require now pytest-xdist from tests/http/requirements.txt and
run pytest in 'auto' parallel mode (counts cpu cores).
For CI runs, set the worker count to 4, overriding the
core count of 2 exposed in the images.
- use Filelock to generate allocated ports at start for all
workers and have subsequent workers just read the file and
take the ports for their slot
- make httpd config clearing a function fixture so every test
starts with a clean httpd config
- have fixture `configures_httpd` as parameter of test cases
that configure httpd anyway, saving one reload
- add pytest-xdist and filelock to required pyhton modules
- add installs to ruff CI
- give live checks waiting for a server to start up longer time
- add fixtures to tests that rely on a server
- do not stop servers unnecessarily. failures may not start them
properly again, leading to unexpected fails in whatever follows
- add a https: port to httpd that is *not* back by QUIC to allow
failover tests without stopping the QUIC server

Build wolfSSL master with
./configure --prefix=/path --enable-ip-alt-name --enable-quic
--enable-earlydata --enable-psk --enable-opensslcoexist
and configure curl with openssl + wolfssl. Normal tests run.
pytest session resumption fails, as wolfssl does not handle the
new_session callback without opensslextra right now.

- `drain` was used by http/2 and http/3 implementations to indicate
that the transfer requires send/recv independant from its socket
poll state. Intended as a counter, it was used as bool flag only.
- a similar mechanism exists on `connectdata->cselect_bits` where
specific protocols can indicate something similar, only for the
whole connection.
- `cselect_bits` are cleard in transfer.c on use and, importantly,
also set when the transfer loop expended its `maxloops` tries.
`drain` was not cleared by transfer and the http2/3 implementations
had to take care of that.
- `dselect_bits` is cleared *and* set by the transfer loop. http2/3
does no longer clear it, only set when new events happen.
This change unifies the handling of socket poll overrides, extending
`cselect_bits` by a easy handle specific value and a common treatment in
transfers.

- a reset transfer (HTTP/2 RST) did not always lead to the proper
error message on receiving its response, leading to wrong reports
of a successful transfer
- test_05_02 was able to trigger this condition with increased transfer
count. The simulated response errors did not carry a 'Content-Length'
so only proper RST handling could detect the abort
- When doing such transfers in parallel, a connection could enter the
state where
a) it had been closed (GOAWAY received)
b) the RST had not been "seen" for the transfer yet
or c) the GOAWAY announced an error and the last successful
stream id was not checked against ongoing transfers
